Owner Representative and Project Management Services
Project management of design and construction is not easy, but crucial to the
success of all projects. We are experts at managing projects for our clients
– either as Owner Representative or Owner’s Project Manager. We work
with the project team during design and construction to ensure success.

Troubleshooting for Designers and Contractors
Contractors on money-losing projects retain us to prepare recovery sched-
ules, document and help negotiate change orders and, if necessary, provide
temporary job site support. Designers may request that their clients hire us
as unbiased experts to investigate problems, recommend solutions, and aid
with owner representative services.

Teambuilding and Partnering
Our greatest strength is teambuilding. A truly functional team needs a clear
understanding of the project goals, each member’s responsibility and author-
ity, and the appropriate formal and informal lines of communication between
the team members. Our teambuilding and partnering approach eliminates
poor communication, personal conflicts, mistrust, and negative behavior
— even when faced with adversarial or chaotic situations.

Scheduling
We are nationally recognized for our scheduling expertise with a long his-
tory of reviewing contractors’ schedules and tracking progress, or helping
contractors build recovery schedules and negotiate time extensions.

Cost Estimating & Control
Troubled projects are always over budget, with scope changes and prolif-
erating claims. Reliable estimates are necessary to select design alterna-
tives and guide change order negotiations. Cost tracking is needed to allow
corrective action. Our estimators will price the work and the true impact of
changes and delays, in addition to conducting value engineering studies and
constructability reviews.

Dispute Resolution and Construction Defect Remediation
Troubled projects often have problems with changes, delays and claims,
and sometimes, defective work. Our expertise in these areas enables us
to address the problems promptly and economically, while salvaging a
troubled project.

Coos Bay Pipeline – Project Intervention, Defect Repair and Litigation Support
Coos County’s $26 million, 88-mile gas pipeline from the Willamette Valley was key to
economic development, but the contractor had abandoned the work. The line was incom-
plete with 601 Clean Water Act violations, and the County was in a dispute with their
design engineer and was potentially liable for environmental violations.

The County’s attorney, Schwabe Williamson & Wyatt, recommended Pinnell/Busch to
oversee hiring a new engineer and pipeline contractor, remediation of some 50 anomalies,
and repair of environmental damage. After 121/2 months of intensive work and $13 mil-
lion, the line was successfully repaired and in service. We then assisted in the subsequent
litigation and Coos County negotiated a $9.7 million settlement.
Cambridge Condominiums – Mid-Project Recovery and Completion
Pinnell/Busch was instrumental in helping the developer bring this 63 unit project back on
course, midway through construction. The development began as a fast track project con-
sisting of five separate buildings over a two-story parking structure on a difficult, sloped
site. After construction began, the project encountered a variety of set backs pushing cost
over the original estimate and delaying completion.

John Costello, of Pinnell/Busch, joined the team as the Owner’s Representative, directed
the transition to a new design team, and worked with the contractor, designers, and the city
to manage costs and improve communication. With John’s help and leadership, the de-
veloper was able to deliver a first class, one-of-a-kind project. Roger Lenneberg, General
Counsel to The Kehoe Group, noted, “Everyone involved with this development com-
mended John’s commitment, knowledge and skill in connection with this difficult project.”
Eugene Parking Garage and Housing – Realignment and Follow-Up
This unusual public-private partnership with high-end apartments over a city parking ga-
rage in Eugene, Oregon was only 70% complete with potential structural defects, threat-
ened liquidated damages, and pending contractor claims.

Pinnell/Busch was initially hired to prepare the contractor’s claim, but was then asked to
become part of the Realignment Team to fix the problems and settle disputes. We as-
sembled a forensic team with post-tensioned concrete and masonry construction experts,
and in six weeks, with full cooperation by all, determined responsibility for the delays and
allocated costs among the parties. A negotiated settlement dissolved the rancor and a team
effort successfully completed the work.
Portland Tram – Risk Assessment and Recovery Plan
The Portland Tram is a dramatic, one-of-a-kind landmark linking the Oregon Health Sci-
ences University with the university’s new Wellness Center on the Willamette River. Un-
fortunately, work started with insufficient investigation of risks, schedules and costs, and
the budget morphed from an initial $15 million to $28 million and then up to $45 million.

When the Portland Development Commission asked Pinnell/Busch to prepare a risk as-
sessment, the project was out of control with an uncertain completion date and cost. We
assembled a specialized team including a tram expert, analyzed the project, developed a
new schedule and $55 million budget, and recommended changes to recover delays and
limit cost overruns. The project was successfully completed and is now a Portland icon.
