Summary of Investigation and Findings:

Pinnell Busch Inc. performed a thorough investigation of the Shadow Hills Apartments. The project had a variety of defect related issues, with the primary issues tied to the inadequate connection and slope of the decks, which completely surround the buildings. The resultant damage to the building included organic growth at many deck to wall transitions. There were discontinuous and reverse lapped conditions of the building paper at door thresholds and windows, roofing issues, and overall water proofing shortfalls which further complicated the issues for remediation.

Summary of Work Completed:

Pinnell Busch Inc. acted as the Construction Manager during the repairs for the Shadow Hills Apartment complex. Pinnell Busch Inc. was the main point of communication for the Owner, Architect, Engineer, Contractor, and all other Consultants.

A thorough review of all details for the remediation efforts was done to ensure accuracy and completeness. A preliminary construction budget and overall project schedule was developed and maintained to keep the project on schedule and within budget.

While under construction, Pinnell Busch Inc. conducted weekly site observations to document the repair process and ensure the contractor was performing all work in accordance with the manufacturer’s recommendations, and the architect’s specifications and drawings. This oversight resulted in a successful remediation of the building.

Mr. Mockford provided project overview from the initial investigation through the completed construction remediation process. He also served as the chief expert for the owner through all meetings, negotiations, and arbitration hearings. His expertise was utilized to oversee design drawings, and ensure proper means and methods of construction processes at key points throughout the project.

Mr. Harp’s experience in investigation and remediation work was invaluable to the reconstruction. He provided project oversight with frequent visits to the job site, and subsequently provided reports and photographic archives of the project as it was assembled.

Dave Brenneman

Mr. Brenneman was Pinnell Busch Inc.’s daily on site project manager. He was able to observe project issues and concerns as they were presented, and communicate resolutions to the necessary parties during construction.

Ms. Anderson supported the project by drafting details for the remediation. While Mr. Mockford of Pinnell Busch Inc. directed the work, Ms. Anderson’s Corvallis office provided local support.

Mr. Holtz served as the construction manager throughout the project. With communication and support coming from Pinnell Busch Inc. from all of the other parties, Belfor was able to successfully execute the design intentions and deliver a restored building to the owner on time.
